A resident who plagued neighbours with loud music has had 23 items of electrical equipment seized and been fined for three breaches of a Noise Abatement Notice.

Edward Dougal of Chedworth Close in St Ann’s was first contacted by Community Protection’s Environmental Health service in September 2009, following complaints made about loud music being played at his property.

An Environmental Health Officer witnessed a statutory noise nuisance on 21 October 2009 and a Noise Abatement Notice requiring Mr Dougal to stop causing a noise nuisance was served on him on 22 October 2009.

Mr Dougal went on to breach the Abatement Notice three times between November 2009 and March 2010.

On 3 March 2010 a warrant was granted by Nottingham Magistrates’ Court and on 8 March 2010, City Council bailiffs entered Mr Dougals’ property with Nottinghamshire Police officers and seized 23 items including TVs, video recorders, DVD players, hi-fis and other equipment.

None of this equipment will be returned.

Richard Taylor, Team Leader for Community Protection’s Noise and Pollution Control Team said:

Nottingham residents deserve to enjoy their homes in peace. Mr Dougal was given many opportunities to respect his neighbours and comply with the Abatement Notice served on him, but decided not to. His has paid the penalty and lost his equipment. We will continue to work hard for our citizens and deal with those who do not respect their rights to peace and quiet.
